The following are the motions that were voted upon:   

Motion 1 made by Dave Neelman, seconded by Herb Neelman.

Amend the current district 1 rule: “District 1 Class definitions currently allow electric boats.” The motion reads “Modify the class definitions made last year, and delete the Electric boats from each Nitro and Gas class. Electric boats will no longer be allowed to race in the Nitro and Gas classes.” Explanation – “There are many who feel the electric boats have MANY distinct advantages, such as going in the water at the start of the 30 second clock, and being able to slow to a crawl, bordering on stopping. We WANT the attendance and camaraderie, and would like to ask the clubs to offer at least 3 of the most popular Electric classes at their 2008 races, so the electric racers may attend. Many electric racers possess nitro/Gas AND Electric boats, so we feel there will be plenty to offer at a District 1 event.

Motion 2 made by Dave Neelman, seconded by Bill Ruffin.

Amend the current district 1 rule: “5 Lap Heats.” The motion reads “Revert back to National Rule of 6 laps.” Explanation – “We only made this rule to accommodate the electrics experiment and it is deemed that the electric boaters can adapt.”

Motion 3 made by Dave Neelman, seconded by William Overton.

Add and amend the current district 1 rule: “(Note: If this is already in our rules – then please omit this.).” The motion reads “If the CD calls a boat dead, the boat is not permitted to be moved from the position on the course where called Dead.” Explanation – “This equals the playing fiend based on the ability of all boats on course. If the driver dis-obeys the call of the CD – the CD may take discretionary measures, just like any other offense to any other rule.”

Motion 4 made by Bill Ruffin, seconded by David Neelman.

Add to the current district 1 rule: “Points Definition for a boat that fails to complete the heat due to the actions of another boat that results in the DQ of the offending boat will receive 25 points if the race has begun or 0 points if the race has not begun.” Explanation – None provided.

Motion 5 made by Dave Willett, seconded by Louie Gerdik.

Add to the current district 1 rule: “Classic Thunder.” The motion reads “To make this a reg points class for district 1 to follow National Rules (instead of a experimental class). Explanation – None provided.

Motion 6 made by Herb Neelman, seconded by Charlie Ott.

Add, delete or amend a district 1 or National rule was not selected. The motion reads “When a boat is ruled dead on the course the boater shall immediately put the transmitter onto the CD Table while the Heat is still being run.” Explanation – None provided.

Motion 7 made by Dave Rychalsky, seconded by Charlie Ott.

Amend the current district 1 General rule # 34:

“Year End District Awards:

1st Tiebreaker – Higher number of actual heat racing points

2nd Tiebreaker – Higher number of 1st place finishes

3rd Tiebreaker – Head to head victories

4th Tiebreaker – Coin Toss”

The motion reads “Year End District Awards:

1st Tiebreaker – Higher number of 1st, 2nd, 3rd, etc place finishes

2nd Tiebreaker – Head to head district race victories

3rd Tiebreaker – Head to head heat racing victories

4th Tiebreaker – Coin Toss” Explanation – “2007 was a year where the current tie breaker rules did not and could not decide a winner. The above proposal defines a better method.”

Motion 8 made by Dave Rychalsky, seconded by Charlie Ott.

Amend the current district 1 General Rule # 2. “Sponsoring clubs will pay District 1 $3.50 for each boat entered for all types of point heat racing and $0.50 per run at the District straight-aways and Oval Time Trials.” The motion reads “Sponsoring clubs will pay District 1 $4.00 for each boat entered for all types of point heat racing and $0.50 per run at the District straight-aways and Oval Time Trials.” Explanation – Clubs are making a lot of money on Entry Fees. The district can use the additional capitol in order to provide quality Year-End Class Champion awards. There isn’t enough justification to warrant the entry fee income vs. expenses for the clubs.”
