The following are motions made by district 1 members. All are seconded, and as such, will be voted upon at the 31 January 2010 meeting. Motion 1, 2, 3 and 8 were made by David Rychalsky, Motion 3, 4, 5, and 6 were made by Eddie Hansen, and Motion # 7 was made by Dennis Probst. Motion # 3 was amended by Dave Willett. Please read these over and discuss with fellow club members.

 

MOTION # 1:

 

District General Rules, # 5 reads:

 

ÒNo boat may be entered more than once in a given class. There must be a minimum of three (3)-prepaid entries for any class to be considered legal and to be run for district points.Ó

 

The Motion is to change this rule as follows:

 

ÒNo boat may be entered more than once in a given class. There must be a minimum of three (3)-prepaid entries for any Gas / Nitro class, and two (2)-prepaid entries for any Fast Electric class to be considered legal and to be run for district points.Ó

 

Reason: There are less FE boats in the district and this would legally allow the classes to run.

 

MOTION # 2:

 

District General Rules, # 50 reads:

 

ÒAll motions at a fall District meeting will be tabled, to allow club representatives to discuss that motion with their clubs before voting. Votes to be taken at the spring meeting. Rules take effect at the spring meeting. Barring emergency situations. Director to notify district. If a motion is made, and seconded, and it is published in the District Driveline a minimum of 45 (forty-five) days prior to a District Meeting, it may be voted on at that meeting.Ó

 

The Motion is to change this rule as follows:

 

ÒMotions that are made concerning radio, boat, or engine specifications, where boaters may not be allowed to use the equipment or race in the upcoming season, SHALL be sent to the District Director PRIOR to the 15th of December. Limitations on hull lengths, engine sizes / specifications, or radio usage, need to be sent to the clubs / race teams 45 day in advance of the District Meeting. For parliamentary rules that will not disqualify a boater from racing in the upcoming season, these votes can be made, seconded, and voted upon at the January / February meeting. Rules concerning district business, safety concerns, financial matters, etc., are considered parliamentary, and as such, do not require 45 days advanced notice. It is suggested that ALL motions be sent to the district director prior to the 15th of December, in order for everyone to be aware of a change; however, some rules do not need advanced notice. The district director will send any / all motions made to the clubs / race teams, as soon as possible for club discussion prior to be the district meeting.Ó

 

Reason: There is a need to generate motions for some emergency district business or safety concerns which will not affect racing in the upcoming season. These types of motions should be made and voted upon during the meeting to expedite district business. With only one district meeting a year, clubs needs to make motions and not wait a full year for implementation.

Reason: There is a need to identify the Gas classes and the Nitro classes when providing Year End High Point Awards. Also, the Sport X class is the same as G1 Sport Hydro, so in order to save time at every race and avoid running the same class twice, Sport X will be combined into G1 Sport Hydro to be called G1 Sport X Hydro.

 

 

MOTION # 4: 

This motion is to formalize a ÒgentlemanÕsÓ agreement in our district for racers running N-1 classes, previously agreed that racers in district 1 running N-1 classes ran Ni-MH cells to keep racing costs low. Currently Li-PO batteries are legal in all NAMBA classes up to 10,000 MAH.

Current District 1 rule states:

N-1 Any ROAR-approved stock .05 motor as defined by current ROAR parameters. Power Limits: Up to 7.5 Volts nominal, any chemistry. Maximum of 2 packs in parallel. (Maximum capacity of 10,000MAH.)

 

The Motion is to change this rule as follows:

N-1 Any ROAR-approved stock .05 motor as defined by current ROAR parameters. Power Limits: Up to 7.5 Volts nominal, any chemistry. (Maximum capacity of 6500 MAH).

Reason: With the costs coming down on Li-Po cells it is actually cheaper to buy them then Ni-MH cells, paralleling limits are removed as some racers will need to split packs (ie side by side etc) to be able to utilize lower cost packs.

 

MOTION # 5:

This Motion is to formalize the gentlemanÕs agreement for the Limited spec classes such as LSO, LSH, and P-Spec Classes.

Current District 1 power rules states:

A Ò700Ó type brushed motor be used in LSO and LSH.

Currently there is not a National rules concerning ÒP-SpecÓ, just a general understanding between racers.

 

The motion wishes to formalize the generally accepted ÒunderstandingÓ for ÒP-specÓ racing

 

P-Spec Power Specifications

1) Motor Specifications:

The intent of the P-Spec Power Specifications is to define a motor package to be used in P-Spec and Limited class racing. These rules are intended to either supersede, or be in addition to, any rules pertaining to motors for a given class, as specified within the rules for that class.

 

Motors in these specifications shall be based on but not limited to readily available parts from past, current, and/or future Ready-to-Run offerings by various manufactures. Only motors on the approved motor list shall be allowed unless approved by the CD/ other racers of that class before the start of the first race. Other motors that meet similar specifications to the motors on the Approved Motor list may be considered at the discretion of the Club.  Motors are intended to be used as they are supplied. Therefore, no alterations or modifications are allowed, unless specifically stated in these rules.

 

2) Approved Motors:

 

The motors generally approved for P-Spec racing are:

á       ProBoat -         PBR3310 A3630-1500 6 pole brushless motor (BJ26, Formula FastTech, Miss Elam FE)

á       AquaCraft -      a.AQUG7000 L36/56 7.2-18V 6 pole brushless motor (SV27)

b. AQUG7001 36-56-2030 6 pole brushless motor (UL-1 Superior)

á       Himax -           HB3630-1500 Brushless – 6-Pole brushless motor (E-RCU Spec Motor)

 

Motors to be added outside the ÒNormÓ

á       Scorpion 3026-1600 OutRunner 6-Pole brushless motor

á       Scorpion 3026-1900 OutRunner 6-Pole brushless motor

 

3) Electronic Speed Controls (ESCs)

Any Speed Controller is allowed to be used.

 

4) Power Limits - Batteries

Batteries shall conform to NAMBA Electric Racing ÒPÓ class Power Limits: Power Limits: 10.1 to 15 Volts nominal, any chemistry. Maximum of 2 packs in parallel. (Maximum capacity of 10,000MAH)

 

In District 1 we wish to utilize the Maximum capacity of 6500MAH.

 

 

Reason:

While there exists a national ÒunderstandingÓ  racers outside our district are debating the pros and cons of various motors from RTR sources only, while that is an excellent means of finding affordable parts, it is limiting to other motors with similar sizes that are the same or even better then the proffered motors above. These motors are approximately the same unit cost and are of high quality, and we would like to formalize their use to enable further testing in a racing environment.  While P-spec is a relatively new class replacing the LSO and LSH classes, the recent influx of low cost electric motors makes limiting the selection to a few select motors often available from limited sources makes the expansion of motor selection the only viable response to encourage low cost racing classes. Motors outside the above mentioned motors that have already run in the P-spec classes of the past racing season will be ÒgrandfatheredÓ in as long as it is being raced in the same boat.

 

 

MOTION # 6:    

 

Introduction of New Electric Class

 

Add to District 1 Rules, FE Section:

 

1. CLASSIC THUNDERBOAT (Thunder and Lightning Boat)

Classic Thunderboat is available to gas racers only, and the hulls currently specified are too large to make an affordable electric class, in this respect, we wish to initiate a trial class for electric racers following the classic Thunder boat rule set with the exception of allowing low cost already manufactured kits, and inexpensive out runner motors. Generally speaking it will allow the running of Zippkits Rocket and Rivett Hydros but not limited to those particular hulls, generally any early hydro in 1/7th scale on electric power, but in a limited configuration to limit cost.

 

a. Hull Specifications

i) The boat may be of wood or fiberglass construction.

ii) The hull length will be between 45Ó – 50Ó.

iii) The hull width will be a minimum of 20Ó.

iv) The transom will be a minimum of 8Ó in width.

v) The hull design will only be one of the following types: round nose, step deck, or chisel nose.

vi) Hardware may be mounted on the transom in the sport scale style however nothing on the boat may be further than 5 1/4" behind the transom.

 

b. Motor Specifications

i) Power Specifications: the Motor will be the Scorpion 4035 series motor or other as approved by racers and CD before the first race of the season. The Battery limitation will conform to Ò TÓ  except for selection and number of motors. Power Limits: 30.1 to 40 Volts nominal, any chemistry. Maximum capacity of 6500MAH.

 

c. Appearance

i) The boat must have a sponsored paint scheme with sponsored IDs and U numbers on the boat. The sponsor can be real or fictional.

ii) The boat must have a driver in a front or rear cockpit. The driver must be a scale of 1/7 to 1/6 in relationship to the size of the boat.

iii) The boat must run with an engine cowling or dummy engine to cover as much of the boatÕs engine as possible.

 

d. Race Format

At the discretion of the Contest Director, races will be run either under the NAMBA Heat Racing Format or the ÒLove PlanÓ which is run as follows:

(a) The event must consist of four preliminary rounds of heats and one final round of concluding heats. The concluding round of heats must consist of one final heat and a consolation heat.

(b) The maximum number of boats in the final heat is six. The top five boats with the highest points after the four preliminary rounds will be eligible for the final heat. If a frequency conflict exists between two or more boats eligible for the final heat, preference goes to the boat that has accumulated the most points in the preliminary rounds, or to the boat with the fastest time should a tie in points occur. The other boat will have the option to change to any other available frequency.

(c) After the final heat field has been set, boats accumulating points in the four preliminary rounds after the fifth position will be used to fill the consolation heat. The winner of this heat will be used to fill the six boat final heat.

(d) The outcome of the consolation heat will not affect the overall standings or points for the day.

(e) Final race standings will be determined by order of finish in the final.

 

 

Reason:

To offer a low cost alternative to Electric Unlimited, specifying the motor allows low cost motors and speed controls on an even playing field, allowing a slightly smaller boat enables racers to experience the building process through low cost kits, and scratch builders an outlet to build large scale like models of vintage hydroplanes.

 

MOTION # 7:

Proposal from B.A.R.C.B.C

The members of B.A.R.C.B.C would like to add to line D that it is optional to run hatch covers in this class. A motion has been made by Mick Stowe NAMBA# 1385 and seconded by Dennis Probst Jr NAMBA # 132.

Current District 1 rule states:

Open Catamaran Class

 HULLS

A.       Hulls will be of Catamaran design only

B.       Maximum hull length is 60Ó

C.       Paint Schemes may be authentic or reflect an attempt to make the boat appear like a typical full size offshore race boat past or present

D.       Hatch covers may be open cockpit (2 drivers min. required and must be painted), or if enclosed, canopy area must be painted black to resemble windows (in this case, no drivers required)

E.       Rudders, struts and trim tabs may be configured and located as desired.

F.       There may be a provision for holes to be cut out of the top of hatch cover for spark plugs or the top of water-cooled heads only if needed

 

The Motion is to replace Rule D, only, as follows:

D.      The use of a hatch cover is optional. If a hatch cover is used it may be either open cockpit (2 drivers min. required and must be painted), or enclosed, (canopy area must be painted black to resemble windows) In this case, drivers are NOT required.

Reason:

Open CAT is not a class that is concourse judged. When they flip over it creates more of an expense to the owner because they tend to break. Also if the hatch cover comes off it then becomes an object in the water that could easily be hit and therefore cause someone else to get penalized. There is no advantage to running with or without a hatch cover therefore it should be optional.

 

 

MOTION # 8:

District General Rules, # 36 reads:

 

ÒTrophies be reduced during the year and have a want trophy need. In other words, if someone wants a trophy, then a trophy will be given. Leave trophy or shirt up to the club. This will be optional to each club & will be given at the next race.Ó

 

The Motion is to change this rule as follows:

 

ÒIt is not required for clubs to purchase Race trophies prior to the event. During the awards ceremony, or afterwards, if a boaters decides he wants the 1st, 2nd or 3rd place award, the hosting clubs will get the award to the racer within a month of the event.Ó

 

Reason: The current rule didnÕt make sense and lacked proper sentence structure. It violated English grammatical standards and needed to be re-worded to avoid further misconceptions.
